The FBI, federal prosecutors and the city are investigating Thomas Galante, who spent millions in taxpayer dollars on various library improvements. Since 2008, construction manager Frank Marino received contracts to manage 15 Queens Library upgrade projects. Galante and Marino have had ties to the same Elmont, L.I., school district.
